Part of the Bank's Technology Leadership Team and reporting to the Chief Information Officer (CIO) and Central Services COO, this role provides the business management, governance and operational oversight needed to run safe, secure and resilient technology services for the Bank of England.
As a member of the Technology Leadership Team, you will be individually and collectively responsible for the Bank's information technology and computer systems, through which the Bank delivers its mission. You will lead the core OCIO disciplines that enable effective technology leadership, including financial management and reporting, strategic supplier management, resource and demand management, regulatory compliance, audit coordination, risk management and performance reporting.
Core to your role will be building strong relationships with the CIO, the TLT and key partners across the Bank who work closely with the Technology Directorate, including Finance, Change and Planning, People, Risk, Procurement and other central functions.
This is a people management role. You will be responsible for day to day management of the team and for defining roles and responsibilities. You will develop your team through sharing information effectively, coaching and communicating a clear vision to ensure that your staff are productive, engaged and motivated to deliver the area's aims. This will include setting clear goals and smart stretching objectives that are aligned to those of the team, division and directorate. You will also be responsible for managing all staff-related matters that may arise including performance, absence and sickness.
Primary accountabilities
Management of finances, performance and financial reporting
* You are responsible for maintaining oversight of the financial performance of the Technology Directorate.
* You work with the finance business partner and CIO to support financial and business planning, including the setting of budgets.
* You define and monitor key financial, operational and supplier performance metrics, using data and insight to support prioritisation, investment decisions and transparent reporting to senior governance forums.
* You are responsible for the provision of accurate and timely financial information to the CIO and to Court.
Strategic supplier management
* You maintain oversight of the Technology Directorate's strategic supplier management approach, ensuring key supplier relationships are aligned to technology priorities, service resilience, commercial value and the Bank's risk appetite.
* You oversee the use of supplier segmentation, account management plans, performance scorecards and relationship reviews to ensure strategic suppliers are managed according to their criticality, value and risk profile.
* You monitor strategic supplier performance, contractual obligations, service levels, key risks, improvement actions and value delivery, ensuring issues are escalated through the appropriate governance forums.
* You support executive engagement with strategic suppliers, helping the Technology Leadership Team move supplier relationships beyond tactical renewals towards long-term partnership, innovation, resilience and continuous improvement.
* You ensure supplier insight, market intelligence and third-party risk information are used to inform technology planning, investment decisions, commercial pipelines and future sourcing strategies
Internal process management
* You maintain oversight of internal business processes that support Technology Directorate productivity, service quality, cost control and timely delivery.
* You evaluate existing business processes, determining and outlining business process improvements.
* You work with the Technology Leadership Team and other technology leaders to identify opportunities for innovation, automation, simplification and continuous improvement across Technology Directorate operations.
* You work with the Change and Planning Directorate to oversee the implementation of Bank-wide business process improvement initiatives.
Resource and demand management
* You are responsible for maintaining oversight of overall headcount within the Technology Directorate to ensure the directorate operates within its headcount budget.
* You support the capacity planning process as part of the budgeting and forecasting cycle, ensuring workforce plans are aligned to technology priorities, delivery commitments and affordability.
* You work with the Change and Planning Directorate to ensure that change programmes are resourced appropriately.
Regulatory compliance
* You are responsible for ensuring the Technology Directorate complies with external regulatory requirements and internal policies, including public procurement policy, technology resilience obligations and compliance relating to Critical National Infrastructure.
* You coordinate the gathering of internal information in response to regulatory requests.
* You collaborate within the directorate and with partners across the Bank to foster a culture of compliance. Risk and audit management
* You establish, maintain and review the Technology Directorate's risk management framework, mechanisms and tools, ensuring they support consistent identification, assessment, monitoring, control and reporting of technology risk.
* You support and monitor the first line of defence in applying technology risk management tools, including identifying, assessing, monitoring and controlling technology risk, and advising on proportionate mitigation measures.
* You assess the adequacy and effectiveness of controls from a technology risk perspective during due diligence of new products and applications, incident handling and material change activity, providing advice and recommendations where required.
* You collaborate within the directorate and with partners across the Bank to foster a shared understanding of risk.
* You work with the TLT to support the management of Technology risks and controls.
* You support the management of technology audit activity by coordinating evidence, tracking actions, monitoring closure of agreed mitigations and ensuring issues are escalated through the appropriate governance forums.
* You coordinate the gathering of internal information in response to audit requests, ensuring responses are complete, timely and aligned with agreed ownership of audit actions.
Team management and management of PS/PA office
* You are accountable for building knowledge, skills and best practice within your teams and across the Technology Directorate.
* You are responsible for developing and mentoring a high-performing team of direct reports.
Role requirements
Minimum/Essential criteria
* Proven experience and track record of building relationships across business units and with a range of stakeholders, balancing competing interests and generating a collaborative, one-team mindset.
* Successful leadership experience, established over several years, within a high-performing central operations or COO team, or in a comparable technology business management function.
* Established understanding of finance, budgeting and forecasting, with an accounting qualification desirable, and experience using financial insight to support technology investment, supplier and workforce decisions.
* Established understanding of regulatory compliance, audit management and risk management in a complex technology or regulated environment.
* Established understanding of internal process management and capacity and demand planning.
Strong stakeholder management and interpersonal skills
* You have very strong interpersonal skills at senior levels and a proven ability to influence decisions across organisational boundaries.
* You are an effective communicator, able to create a compelling narrative and inspire people to follow you.
* You can build trusted relationships at all levels of the Bank, enabling you to have difficult conversations in pursuit of a common objective. You can make and recommend difficult decisions.
* You are recognised as an empathetic people leader and a role model for the Bank's leadership values, promoting an inclusive culture and working environment.
An experienced 'operator' within a central operations team
* You are an experienced technology business management operator, using financial, workforce, supplier and performance insight to influence the directorate's budgeting and forecasting process and support delivery within agreed budgets.
* You are an experienced capacity and demand planner, able to make and support recommendations about the directorate's workforce while balancing stakeholder needs and understanding due process.
* You have demonstrable understanding of regulatory compliance within a comparable organisation.
* You have demonstrable understanding of risk management processes within a comparable organisation.

* You are able to build and tap into a wide external network to learn, attract talent, and help drive the reputation of the Bank. You might represent the Bank at relevant external engagements.

Salary and Benefits Information
We encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate.
This role offers a salary of:
London: £90,640 - £101,970.
Leeds: £81,600 - £91,800

Returner Programme
We recognise that there is a large untapped talent pool of experienced professionals on a career break, including many high-calibre women who have taken time out of their careers for a variety of different reasons. As part of our inclusion agenda, the Bank is partnering with Women Returners, a specialist return-to-work organisation, to run the Bank of England Career Returners Programme to attract and support returning professionals, with coaching and training support provided by Women Returners and the possibility of a permanent role at the end of the programme.
Applicants will have to go through a short assessment process in order to gain a role. Applicants must have had a career break of two or more years to be eligible for the programme. All returners who gain a position will receive coaching support from Women Returners to help them transition back in to the workplace. The returners will be taking on real live budgeted vacancies – they are not specifically created roles.
