Supplier Relationship Owner Lead

Job Description

We are looking for an experienced and collaborative Relationship Owner (RO) Lead to drive and continuously enhance PIC's Relationship Owner framework. In this key role, you will provide oversight and governance of Third Parties and Outsourcing Arrangements, ensuring they are effectively managed throughout their lifecycle while supporting strong risk management and business outcomes.

  • The role acts as the central point of expertise for the Relationship Owner population, developing the operating model, policy framework, standards, training and reporting necessary to ensure compliance with regulatory requirements, including PRA SS2/21 and associated third-party risk management expectations. 
  • The role works closely with Relationship Owners, supplier managers, risk and compliance teams and business stakeholders to build capability, provide guidance and ensure consistent execution of Relationship Owner responsibilities across PIC. 
  • In addition, the role serves as the designated Relationship Owner for CBRE, PIC's Corporate Real Estate Services (CRES) outsourcing partner, ensuring effective oversight of the outsourcing arrangement, supplier performance, risk management and regulatory compliance.

Key Areas of Responsibility 

  • Relationship Owner Framework – Own and continuously improve PIC's Relationship Owner operating model, ensuring clear accountability, governance and consistent execution across all third-party relationships. 
  • RO & CRES Policy & Standards – Develop, maintain and enhance relevant Policies, Standard and supporting governance documentation to ensure ongoing regulatory compliance and adoption across the business. 
  • Training & Capability Development – Design, deliver and maintain a comprehensive Relationship Owner training programme to improve capability, awareness and compliance across PIC. 
  • Toolkit & Guidance – Develop and maintain the Relationship Owner Toolkit, guidance materials, templates and practical resources to support Relationship Owners in fulfilling their responsibilities. 
  • Reporting & MI – Produce meaningful management information, reporting and analysis on Relationship Owner activities, compliance, supplier performance, risks and regulatory obligations. 
  • Supplier & Outsourcing Oversight – Act as the Relationship Owner for the CRES Integrated Facilities Management IFM Partner, ensuring effective management of the CRES outsourcing arrangement, supplier performance, risk management, governance and ongoing service delivery. 

Specific accountabilities assigned to the role of Supplier Relationship Owner Lead within the Business Services

Relationship Owner Framework 

  • Own and continuously improve the Relationship Owner framework, ensuring it remains aligned to regulatory requirements and industry best practice. 
  • Establish clear accountability and expectations for Relationship Owners across PIC. 
  • Drive consistent adoption of the Relationship Owner model across all business functions. 
  • Serve as the subject matter expert and primary point of contact for Relationship Owner governance matters. 

Relationship Owner Policy & Standard 

  • Own the development, maintenance and periodic review of the Relationship Owner Policy, Standard and supporting procedures. 
  • Ensure governance documentation accurately reflects regulatory requirements and internal expectations. 
  • Coordinate approvals and updates through appropriate governance forums. 
  • Monitor adherence and recommend improvements where gaps are identified. 

Relationship Owner Training 

  • Develop and deliver mandatory training programmes for Relationship Owners and delegated supplier managers. 
  • Create practical learning content covering regulatory obligations, supplier performance management, risk management and outsourcing oversight. 
  • Maintain training records and monitor completion rates. 
  • Deliver refresher sessions and awareness campaigns to support continuous improvement. 

Relationship Owner Toolkit 

  • Develop and maintain a comprehensive Relationship Owner Toolkit, including:  
  • Guidance documents. 
  • Templates. 
  • Checklists. 
  • Performance review materials. 
  • Risk assessment support tools. 
  • Supplier governance guidance. 
  • Ensure tools remain practical, up-to-date and aligned to regulatory expectations. 

Reporting & Management Information 

  • Produce regular management information and reporting on:  
  • Relationship Owner population. 
  • Training completion. 
  • Compliance with policy requirements. 
  • Supplier governance activities. 
  • Outsourcing oversight effectiveness. 
  • Emerging risks and issues. 
  • Provide reporting to relevant committees, management forums and the Board where required. 
  • Monitor key trends and identify opportunities for improvement. 

CRES Integrated Facilities Management IFM Partner Relationship Ownership 

  • Act as the designated Relationship Owner for the Integrated Facilities Management (IFM) outsourcing arrangement. 
  • Maintain effective governance and oversight of the outsourcing relationship. 
  • Monitor supplier performance against contractual obligations, service levels and key performance indicators. 
  • Lead regular governance reviews and performance meetings. 
  • Ensure risks, incidents and service issues are appropriately managed and escalated. 
  • Support contract renewals, change requests and strategic development initiatives. 
  • Maintain compliance with all applicable outsourcing and third-party risk management requirements. 

Continuous Improvement 

  • Keep informed of emerging regulatory requirements, industry developments and best practice. 
  • Drive enhancements to the Relationship Owner operating model and supporting governance framework. 
  • Promote a culture of ownership, accountability and effective supplier relationship management throughout PIC. 

Requirements

Knowledge

  • Expert knowledge of Third-Party Risk Management and Outsourcing regulations, including PRA SS2/21 and related regulatory expectations
  • Expert knowledge of Third-Party Risk Management and Outsourcing regulations, including PRA SS2/21 and related regulatory expectations
  • Detailed knowledge of the Relationship Owner lifecycle, including onboarding, monitoring, performance management, renewal and exit activities. 
  • Knowledge of outsourcing governance, operational resilience and supplier risk management requirements. 
  • Strong understanding of policy, standards and control frameworks. 
  • Knowledge of corporate real estate and facilities outsourcing arrangements

Experience

  • Experience managing Third Party Risk Management or Outsourcing governance frameworks.  
  • Experience developing and implementing policies, standards and operating models.  
  • Experience designing and delivering training programmes.  
  • Experience producing Board, Committee and Executive reporting.  
  • Experience managing critical or material supplier relationships.  
  • Experience supporting regulatory compliance programmes.  
  • Experience managing supplier performance, risk and governance activities.
