Prudential Policy Directorate


The Prudential Policy Directorate (PPD) is responsible for designing, negotiating internationally and implementing effective prudential regulation in order to remove or reduce systemic risks, promote the safety and soundness of PRA-regulated firms and ensure appropriate protection for insurance policyholders. PPD supports both the Prudential Regulation Committee (PRC) and Financial Policy Committee (FPC) in fulfilling their objectives.

Prudential Framework Division


The Prudential Framework Division promotes financial stability and resilience in a changing world by working with others to deliver world class banking prudential policy and thought leadership.

We do this by shaping, maintaining the integrity of, and explaining the capital frameworks, macroprudential toolkit, liquidity policy, FSCS protection and the regulatory perimeter including considering innovation.

The division plays an active role in policy development, implementation, evaluation, and horizon scanning. It does this through close collaboration with staff across the Bank, externally with HM Treasury, the Financial Conduct Authority and the Financial Services Compensation Scheme. Analysis and research are undertaken across the Division to ensure that the Bank stays at the forefront of the intellectual debate on prudential policy.

This role will sit in the Innovation and Regulatory Perimeter Team (IRP).

Innovation and Regulatory Perimeter team

The IRP Team is responsible for considering how to apply and amend prudential policy frameworks and the regulatory perimeter to innovations by PRA regulated firms. The team seeks to do this in a way that facilitates, subject to international standards and the PRA's primary objectives, the international competitiveness of the UK economy-particularly financial services-and its medium- to long-term growth. To date, the team has focussed on banking policy for innovations in digital money and digital assets both domestically and internationally.

Job Description

This is a permanent opportunity for a Lead Policy Analyst at Scale F within the Innovation and Regulatory Policy Team. The roleholder will play a key role in the design and delivery of digital money and digital asset policy as it relates to the prudential banking regime, leading policy development across a range of high-profile issues and contributing directly to externally visible policy outputs and senior-level decision-making.

While there are likely to be opportunities to work across both digital money and digital assets issues, a key focus of this role will be on the PRA's implementation of the Basel Standard for the Prudential Treatment of Cryptoassets, once the Basel Committee on Banking Supervision (BCBS) targeted review has concluded. In addition, support to supervision on live cases of firms innovating in digital money and/or digital assets is likely to also be a priority.

Key Responsibilities

  • Leading policy workstreams relating to innovation, digital assets, and digital money and the prudential regulatory perimeter.
  • Developing policy positions on complex and novel issues, including areas where international standards, evidence and regulatory approaches continue to evolve.
  • Supporting and influencing domestic and international policy discussions, including engagement with the BCBS and other international forums relevant to innovation and prudential policy.
  • Representing the Bank in international working groups (when opportunities arise), representing the PRA's views effectively and influencing outcomes where appropriate.
  • Coordinating contributions from colleagues across policy, supervision and other specialist functions to deliver policy outcomes to advance our work on digital assets and digital money.
  • Building and maintaining effective working relationships across the Bank, PRA, industry, HM Treasury, FCA and international authorities to support policy development and implementation.
  • Supporting colleagues through coaching, technical guidance and constructive challenge to improve the quality of policy analysis and delivery.
  • Contributing to wider PPD work on horizon scanning, innovation and future regulatory frameworks

Role Requirements

Minimum Criteria

  • Analytical capability, including experience of analysing complex policy, regulatory or financial-sector issues, applying quantitative and qualitative analysis, and developing evidence-based recommendations.
  • Ability to work effectively with colleagues from different disciplines and backgrounds to solve problems and deliver outcomes.
  • Ability to communicate complex issues clearly and concisely, both in writing and verbally.

Essential Criteria

  • Ability to use information from a variety of sources to draw clear conclusions, and present findings in a clear and accessible way to support policy development and decision-making.
  • Strong stakeholder management and influencing skills, including the ability to build consensus, navigate differing perspectives and engage effectively with senior stakeholders.
  • Experience of developing, implementing or advising on policy, regulatory, supervisory, markets, risk or related initiatives.
  • Demonstrated ability to prioritise effectively, manage competing demands and deliver high-quality outputs to demanding deadlines.
  • Ability to develop technical expertise and apply it to influence policy development, decision-making or broader organisational thinking.
  • Ability to understand how individual policy issues contribute to wider prudential, financial stability and organisational objectives.

Desirable Criteria

  • Knowledge of prudential regulation, financial stability issues, banking business models or prudential supervision.
  • Experience in one or more of the following areas:
    • digital assets, tokenisation, digital money or emerging financial technologies.
    • international policy development or engagement with international standards.

Salary and Benefits Information
We encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate.

Salary circa £50,320 - £56,000. In addition, we also offer a comprehensive benefits package as detailed below:
  • Currently a non-contributory, career average pension giving you a guaranteed retirement benefit of 1/80th of your annual salary for every year worked. There is the option to increase your pension (to 1/65th) or decrease (to 1/105th) in exchange for salary through our flexible benefits programme each year. The Bank has the discretion to vary standard accrual rates and dial up and dial down rates at any time and to withdraw dial up and dial down options at any time.
