The Instructional Design Manager is responsible for a team of Instructional Designers within the Instructional Design arm of the Citi Learning organization. This individual will report directly to the head of Instructional Design and will be primarily responsible for equipping their team members with the skills, knowledge, and tools to deliver functional excellence for Citi's Independent Compliance Risk Management (ICRM) organization.

Day to day, the Instructional Design Manager leads a team that designs and builds high-impact, compliant, and scalable learning solutions, spanning traditional and adaptive web-based training engineered in industry-standard authoring tools such as dominKnow and Area9 Rhapsode. They champion the purposeful use of generative AI and modern learning technology to increase efficiency and impact, while safeguarding quality, accessibility, and governance in a complex, highly regulated environment.
Responsibilities include:
Lead a team of Instructional Designers in the development of performance-based, digital learning solutions (web-based training, adaptive learning modules, simulations, job aids, and other training materials)
Assess design and development staff capability, identifying and coaching to skill strengths and gaps to improve the overall performance of the team
Provide direction to Instructional Designers and help remove environmental obstacles that impede work execution
Provide technical oversight for the process of creating eLearning and other digital solutions, including some hands-on development as needed, and champion the purposeful use of standard authoring tools (dominKnow & Area9 Rhapsode) and generative AI tools to increase efficiency and impact
Evaluate quality of learning solutions produced, ensuring consistency with Citi's learning design standards, accessibility practices, and governance, and providing coaching and guidance to the team as needed
Oversee intake, scoping, and resource planning across a high volume of enterprise design requests using a tiered service model, while monitoring team KPIs (turnaround times, efficiency metrics) and proactively addressing risk, bottlenecks, and audit-readiness gaps
Build and maintain strong relationships across Citi Learning and with business stakeholders, serving as a primary instructional design point of contact for Learning Advisors and for Digital Learning Governance, to develop and deliver effective learning strategies and solutions that achieve business objectives
Help team adopt industry-recognized capability standards and best practices
Conduct performance reviews and recruit, interview, and hire design and development talent as needed
Candidates should have proven experience in or significant knowledge of all or most of the following:
Instructional design, learning technology, and adult education approaches, tools, and philosophies
People management
Performance management
Coaching and feedback
Operations management
Agile management
Strategic, critical, and creative thinking
Process improvement
Capacity planning
Risk management, learning governance, compliance, and audit-readiness practices
Requirements:
Experience working in Learning and Development / Instructional Design
Direct experience in the domain of instructional design, content design, and development, applying adult learning theory across modalities (formal education preferred)
Proven expertise designing scalable digital learning solutions using cloud-based authoring tools such as Area9 Rhapsode, dominKnow, or similar
Experience with learning management systems (e.g., Docebo, Workday), content repositories, learning reporting & analytics, and generative AI tools
Experience managing, coaching, and leading a team of learning professionals strongly preferred
Excellent leadership, negotiation, influencing, and conflict management skills
Ability to collaborate and influence in a complex environment: motivating and leading others through change
Adept at networking, consulting, and building relationships with all levels of management and staff
Excellent communication, listening and interpersonal skills
Participation in large scale learning projects (Agile and Waterfall)
Ability to work independently and identify information and/or resources needed to complete assignments
Ability to work in a virtual team environment, across multiple time zones and countries
Bachelor's/University degree or experience equivalent.

Returner Programme
